Representatives of the municipal environment department have asked the executive to change elements of the city water use and consumption by-law L-4340. This regulation originally passed in 1979 has been amended several times over the years. However with the critical water shortage faced last year a modernization of this by-law to reflect the new realities in Laval was considered of utmost importance. Citing the uncertainty of the quality and quantity of drinking water sourced from the Mille-Iles River along with the fact that scheduled renovations this summer in several of Laval’s water treatment plants will limit their ability to produce potable water a shortage in the production of drinking water is anticipated for this summer. Many complaints were received last year from angry residents that the existing by-law and restrictions were not adhered to and agents of the environment service have confirmed that there was much misuse and abuse with regards to public and private use of water last summer.
As a result the executive has been asked to approve a comprehensive water consumption regulation presented by the environment service which clearly outlines restrictions of water use and required conservation efforts as well as punitive measures for anyone found ignoring this directive. The dossier has been turned over to the municipal legal service in order to table a new regulation to present to the city council in the shortest delay possible.
